Proposal Call for the Africa2Moon mission
The first phase of the Africa2Moon mission aims to identify one or more science objectives and mission concepts for further study. This is not a funding call. The goal of the present Call is to solicit proposals for mission concepts that respond to the Africa2Moon vision as described on the Africa2Moon website https://africa2moon.developspacesa.org/
Eligibility and participation
This call is open to participation by individuals and entities worldwide. Proposal teams may include team members from any country, with the condition that at least half of the team members must be domiciled in Africa.
Each proposal team must be led by a Principal Investigator, who must be an African citizen domiciled in an African country at the time that the proposal is submitted. Should the proposal be among those selected for further study, this constraint on the domicile of the Principal Investigator will continue to be in force. Should a Principal Investigator become domiciled outside of Africa, a successor domiciled in Africa will need to be nominated. Proposing teams should bear this in mind when nominating a Principal Investigator.
In the case of teams comprising members from African and non-African countries, all stages of the mission’s scientific and technical preparation and exploitation must include active participation of the African team members.
The proposal should include a consideration of the scope for participation by African public and private sector entities in the development and provision of the various mission elements. With regard to proposals from Teams comprising African and non-African members, payloads should be developed and provided with appropriate participation by African entities.
Scope of concepts
Proposals submitted in response to this Call must demonstrate alignment with the technical and programmatic conditions as stipulated in the Proposal Guidelines and Template.
The mission concept must demonstrate alignment with the vision of Africa2Moon and must include one or more scientific goals. The scientific goals may address any subject in space science and/or lunar science and should be supported by an appropriate scientific justification.
Mission concepts may comprise fly-by, orbiter or lander missions comprising single or multiple spacecraft. Concept proposals for science payloads only will also be accepted.
This Call does not set constraints in terms of mass, power, or volume. However, proposals should take into consideration cost limitations as well the status of current scientific and technological capabilities in Africa and the capabilities of African industry. We are soliciting innovative mission concepts that could be achievable with the skills, capacities and resources currently in place in Africa.
The availability of increasingly capable microsatellite and nanosatellite platforms provides some interesting possibilities in this regard. A considerable amount of work has been done by a number of entities around the world to explore a number of interesting mission concepts involving small satellites for lunar missions with CubeSat design specifications as small as 3U or 6U to address interesting and topical issues of lunar science. The proposed mission concept should address the means by which the mission would be delivered to the Moon.
The Africa2Moon mission will follow an open data policy. All non-scientific data will be made public as soon as practicable. Scientific data will be made public within one year of the date of receipt by the Principal Investigator, during which time the Team will have exclusive rights to utilize the data for the purpose of scientific exploitation.
Project Intellectual Property means all intellectual property developed during the course of the Proposal development and subsequent Africa2Moon project activities. In the case where Project Intellectual Property is co-created by Project Team Members, all right, title and interest in and to, such co-created Project Intellectual Property shall vest in all Project Team Members.
The Team Members grant to Africa2Moon a fully paid-up, non-exclusive and non-transferable licence to use such Project intellectual property as is associated with the selected proposals to the extent that may be required for the fulfilment of the Africa2Moon Mission.
Background Intellectual Property means pre-existing or independently developed Intellectual Property, owned or controlled by a Team Member, who it makes available to the other Team Members or contributes it to the Project for the purpose of the project activities, the ownership of which will remain and vest in the contributing Team Member.
Education and public outreach
Inspiration and education are key elements of the Africa2Moon vision. All proposals must include an element of education and public outreach, as specified in the Proposal Guidelines and Template. This element will apply to all the stages of the mission life cycle.
Proposals are due by 30
June September 2015.
Structure of Proposals
A proposal guideline is included in the Call information package. Proposals should conform to the guideline.
All proposals must be written in English.
Proposals must not exceed 50 pages in length.
Proposals must be submitted in PDF format. The file must not be locked or protected in any way.
Proposals must be submitted in electronic format through the online interface at :
africa2moon.developspacesa.org/call/concepts/submit. Receipt of proposals will be acknowledged by email to the designated contact person.
Review of proposals
The Africa2Moon Proposal Review Committee will consider all the proposals received by the due date and will identify one or more mission concepts for further consideration and development during 2016 and 2017. The Proposal Review Committee will comprise experts in space science and technology, as well as the other facets of the Africa2Moon project. Proposals will be evaluated in terms of how well they address all the aspects of the Africa2Moon vision.
No funding is associated with the selection of one or more proposals.
The Africa2Moon Proposal Review Committee reserves the right to make no proposal selection.
